The Animated Texture

This was achieved in PD Pro by using the bluescreen compositing feature: One animation (image sequence) contains the 'background', the other contains the foreground  layer. By painting with blue we create an animated blue screen that acts as a hole from the front to the back 'layer' Then, we use the Timeline editor to composite bluescreen. The pixels which are blue in the front animation will show their corresponding pixels from the back clip.

Front Animation

first sequence (before blue scratches painted over it). 90 frames total

first sequence (with blue paint progressively added over the images with the Stroke player in Hancock mode, and a bunch of first untouched frames inserted at the start and a bunch added at the end to extend to additional  time. 160 frames total

but wait,... there's more!

The image in the background that is revealed by the blue scratches, well, it is also an animation. So it doesn't necessarily have to show a static image ("You Win!"). That background clip can be an animation or a video clip too. Click this image to see an example:
