   GameMaker is a game development system created by Mark Overmars of www.gamemaker.nl - and now distributed through yoyogames.

There is (or at least there used to be)  a free version and there are several paid versions: Standard, Pro (now also on MacOS), HTML5 and STUDIO.  Made for  MacOS and Windows. Paid versions have more features, some can publish to HTML 5 and various portable devices: Android, iOS (iPad/iPhone) and more....
